In July 2025 the city rolled back to a lighter Stage 2 after Alliance Water Phase 1B and a new Green Valley SUD agreement added 2.37 million gallons a day, about 37 percent more supply. Fourteen months later it was back at Stage 3. The fix was real, it was big, and it was not enough. A lawn that needs no irrigation is the one thing that does not depend on the next supply project.
