Leander is one of the fastest growing cities in the Austin area, and one that already knows what a real water shortage looks like.
Leander has previously reached Phase 4 of its water conservation plan, the most severe tier, which prohibits all outdoor watering, including by hand. The city is currently back to Phase 2 as of September 2026, one watering day per week on an address-based schedule, following upgrades to the shared regional water treatment plant it draws from. As of this writing, Texas overall was reported at 89 percent drought coverage. This is not a hypothetical for Leander. It already happened here once, and the conditions that caused it have not gone away.
There is also the HOA question. Leander has a high concentration of master-planned communities, and Texas law now sides squarely with homeowners who want to replace living grass. Texas House Bill 2269, effective September 1, 2025, amended Property Code Section 202.007 so a homeowners association cannot require a property owner to plant, install, or maintain living grass or turf. A companion law, House Bill 517, added Section 202.008, requiring an association to suspend any grass-maintenance rule while a property is under a watering restriction. An HOA cannot penalize a brown lawn during a drought.
